Grand jury report is not ambiguous

Some people act as if there's ambiguity in the alleged crimes at Penn State. Read the grand jury report. Warning: this excerpt is graphic. But where is the ambiguity?
As the graduate assistant put his sneakers into his locker, he looked into the shower. He saw a naked boy, Victim 2, whose age he estimated to be 10 years old, with his hands up against the wall, being subjected to anal intercourse by a naked Sandusky.

 So what does the grad asst, a 28 y/o beefy former football player do? Leave and phone his dad. What does daddy do? Tell him to get the hell out of there. The kid is left alone! The next day they tell Paterno.

Where is the ambiguity? Where is the defense of inaction when faced with a horrific crime? I mean, the grad asst didn't even yell, "Stop it!"

And the grad asst still has a job! He's supposed to coach Saturday!

The Feds are going to see this and hopefully make some arrests. Obviously Penn State will do the minimum required to save its ass.
